I can tell you 100% the fee HASN'T been agreed and still a LONG way off (+4m). Ajax will not budge and Vertonghen will not demand anything from them.

Believe me or not - up to you, but i do know all this.
Arsenal and Liverpool have made similar offers for Vertonghen - neither of them have met the Ajax fee. Vertonghen wants to live in London so Liverpool have no chance, but Arsenal is a possibility.
i believe you and i can see us missing out because we messing around will be so annoyed if levy lets vertoghen join Arsenal! he wants to play at the lane and that in itself Is priceless for a player of his quality. just GET IT DONE Levy!!!!

We might have agreed a fee, but there's still the haggling over things such as who will pay for the player's flight to London. If we can get Vertonghen and Ajax to split three ways with us on an economy flight we MIGHT have a deal. But any other relocation costs will have to be for the player's own account! And he shouldn't expect to get paid until the season begins ... which is only fair.
